Watkins was a 1994 graduate of East Texas State and a four-year letter winner on the Lion football team. He earned First Team All-Conference honors from the Lone Star Conference in three seasons.
In 1990, he was a unanimous LSC Freshman of the Year selection. He earned five different All-American honors from four different publications including two First Team nods from Don Hansen's Football Gazette. Watkins broke 17 different kicking records from ETSU, the LSC and the NCAA over his career. He was the NCAA Division II all-time kick scoring leader at the time his Lion career ended. He led the Lions in scoring all four years and finished his career as the Lions all-time points leader, scoring 281 points. His mark of 83 kicking points in 1991 stood for 22 years until it was broken in 2013. His 15 field goals in 1991 led all kickers at the NCAA DII level.
