Turner was a 1992 graduate of East Texas State and a four-year letter winner on the Lion football team. He was an All-American in three consecutive years including seven total First Team All-American selections from five different publications following the 1991 and 1992 seasons. In 1990, he was a Third Team All-American and a Second Team All-American.

Turner earned First Team All-Conference from the Lone Star three times, 1990, 1991 and 1992. During the 1990 season, Turner led the NCAA Division II in interceptions with 10 picks in 11 games and anchored a passing defense ranked 15th in country. That season the Lions allowed only 13.1 points per game, the sixth best mark nationally that season. That same year, the Lions went 10-3 overall and 7-0 in the LSC taking the conference title and advancing into the NCAA Division II playoffs for the first time in school history, defeating Grand Valley State in the first round.

The following season, the Lion defense, led by Turner, allowed 15.8 points per game, the 21st best mark in the NCAA, and again the Lions advanced into the NCAA Division II tournament's quarterfinal round after an 8-4-1 overall record and a 4-1-1 LSC record finishing in a tie for second.

During his senior year, Turner was named to four different publications First Team All-American lists, the Lions had the third best defense in the country averaging 222.7 yards per game. He also racked up the LSC Defensive Back of the Year honors and Don Hansen's Defensive Back of the Year honors that campaign.
