Burnett started his track and field career at ETSU as a walk-on, non-scholarship athlete in 1964. Before long, Burnett ran his way into the Lions and Lone Star Conference record books. He held the school records in both the 330-yard hurdles (37.6 in 1966) and the 440-yard hurdles (52.5 in 1968). He was also a member of three relay teams that set school records (the mile relay team, the sprint medley team and the indoor mile relay team). His 330-yard hurdle time was also an LSC record.
Burnett was part of three consecutive LSC Championship teams and was a team captain in his junior and senior seasons. He was a three-time First Team All-LSC selection.
